Global war and major regional war has been a major cause of these problems. It is dangerous that this problem is now rarely considered by publics, elites and the media as the latent conditions remain, especially nuclear weapons. History tells us that balances of power always end in war and today we have such balances in a nuclear armed world, the challenge for policy makers is great
